The US Department of Commerce (USDOC), tentatively established that manufacturers and exporters of carbon steel, including pipes and sheet metal, were selling their products at prices below normal market values during the period from May 1, 2019 to April 30, 2020.
According to the ordinance, the estimated weighted average dumping margin for Borusan was set at 26.22%, and this Borusan Mandatory Respondent dumping margin was also set for the five unselected companies in the preliminary result.
In addition, 14 companies filed claims with USDOC for no sales or deliveries between June 3 and August 14, 2021. Istikbal, one of the companies that reported no supply during the verification period, was deemed to be part of a single entity, Borusan.
The US Department has found no evidence to support the change in this appeal and has not made a preliminary determination regarding the Istikbal supply.
